What $1 million will get home buyers around the U.S.

By Paul Toscano, CNBC.com

How much can you get for $1 million in today?s real estate market? The answer, of course, varies depending on where you?re looking to buy.

In the wake of the U.S. housing crisis, consumer confidence and home values fell sharply, while prices in some cities are less than half of what they were in 2007. In many local markets, however, such as in New York, San Francisco, Anchorage, Alaska, and Omaha, Neb., people on the front lines are optimistic about a recovery in sales volumes, prices and buyer confidence.

One price range of particular interest is the $1 million market, where affordability and luxury come to a crossroads. In some places, $1 million may buy you a mansion; in others it may fetch a more moderate home. Although in most markets, homes in the $1 million range are not typical, they provide a good reference point for spending across the country as well as the health of local economies.

CNBC.com: America's richest counties

CNBC.com surveyed real estate agents in 18 U.S. cities to gain individual perspectives on the health of America?s local real estate markets. The following slides include example homes from each market valued between $1 million and $1.25 million that are either currently for sale or recently sold. The participants in the survey offered a front-line perspective on how local markets are performing compared to last year, how the dynamics are changing and what buyers and sellers are asking when buying a home.

So, how far can $1 million go in today?s real estate market?

Omaha

CNBC.com

Listing price: $1 million
Bedrooms: 4
Bathrooms: 6
Size of home:? 5,629 sq ft

Local perspective:

?Last year, the high end market was dead, and it has picked up tremendously from this time in 2011,? says Deb Cizek of the Cizek Group. According to Cizek, homes valued above $1 million are among the hottest properties in the city, and aggressively priced homes can sell in as little as 30 days, while homes without significant reductions may remain on the market for 120 days or more before being sold.?

Cizek says that most home buyers in Omaha are relocating or upgrading from a previous home, with a noticeable lack of first time buyers. She maintains a positive outlook for prices and buying activity through the end of the summer.

New York

CNBC.com

Listing price: $999,999
Bedrooms: 2
Bathrooms: 1 full, 1 half
Size of home: N/A

Local perspective:
?The real estate market in Manhattan is much more vigorous than it was a year ago,? says Kelly Robinson of Town Real Estate, ?A lot of people feel like they missed the bottom of the market, and it has created a sense of urgency.? According to Robinson, sale prices in the luxury market rose by 8.7 percent per square foot, with the average sales price of homes in Manhattan standing just under $5.6 million in the first quarter of 2012.

The city real estate market is fueled by confidence and increasing rental prices, says Robinson, and the luxury segment for homes priced above $5 million is where the most robust buying activity is focused. That?s because of a limited inventory in this segment and a pool of willing buyers waiting to enter.?

CNBC.com:?Floating homes

Robinson says she has seen a significant increase in activity and number of bidding wars for properties and is expecting strong second-quarter numbers, especially in the luxury sector. New York has seen a variety of buyers, from first time homeowners frustrated with the high price of renting to foreign investors and native residents looking to relocate.

She says that in New York, buyers are concerned about a home?s price per square foot but also have a variety of questions when purchasing, including the financial condition of the building itself, number of owner-occupied units on the property and restrictions on lifestyle and usability of the property, such as whether the owner is allowed to have pets, sublet the apartment or whether the property can be purchased for a child.

San Francisco

CNBC.com

Listing price: $1,099,000
Bedrooms: 3
Bathrooms: 2 full, 1 half
Size of home: 1,846 sq ft

Local perspective:
Although listing for $1,099,000, the home featured here ended with a final sale price of $1,170,000, according to the broker involved. This upward bidding reflects strength in the San Francisco market, and compared to last year the city is ?seeing more buyer confidence, more buyers, considerably less inventory and a more cautious lending environment, with no real appraisal issues,? says Mark Best of Coldwell Banker Residential Brokerage.

Homes priced in the $1 million range sell slower than entry-level homes priced up to $800,000, says Best, but are selling faster than homes priced above $2 million. However, San Francisco is one of the U.S. cities where homes are selling the fastest. Best sees this trend continuing to improve from last year. He believes that one of the biggest challenges to the market will be to reduce inventory, but sales are helped by low interest rates and a positive jobs outlook.

Honolulu

CNBC.com

Listing price: $1,250,000
Bedrooms: 4
Bathrooms: 2 full, 1 half
Size of home/lot: 2,574 sq ft / 5,998 sq ft

Local perspective:

Home prices are up 10 percent on Oahu, the island where Honolulu is located, says Patti Nakagawa of Coldwell Banker Pacific Properties, although sales have dropped slightly since last year. She says this is a result of low inventory, multiple offers on existing properties and qualified homebuyers waiting for new homes to come to market. In Honolulu, homes selling for more than $1 million take much longer to sell, with about an 11 month inventory waiting to be sold.

Nakagawa anticipates a strong overall market for 2012. She points out that the Hawaii property market has the benefit of a large number of second homes, with buyers from the mainland looking to snatch up vacation properties.

Atlanta

Listing price: $1,095,000
Bedrooms: 5
Bathrooms: 4 full, 2 half
Size of home:? 6,000 sq ft

Local perspective:
Shea Zimmerman of Harry Norman Realtors says: ?There is definitely a change in the market and all for good. Sales are up between 8 percent and 10 percent in our market area.? She says that homes priced in the $1 million to $3 million range are selling much faster than those in higher price ranges, and the area benefits from a light inventory, cutting the average time a house will spend on the market nearly in half from this time in 2011.

CNBC.com:?Cities where homes sell the fastest

Zimmerman?s outlook for Atlanta is increasingly positive. She says increased activity this spring began earlier than normal, a trend she expects to see through the second quarter. Most buyers are relocating or upgrading, she says, and most of their questions are in regard to quality of the neighborhood, instead of price.?

No Credit Check Student Loans: An Opportunity for Students with Bad

England has a tradition to support the students who are interested in studies. The British leaders, like their European and international counterparts, have, in the recent years, paid more attention to reduce budget deficit. The result of this compulsion of the political authority has deprived the students much of their usually available advantages. Budget for studies that include tuition fees, hotel rents, purchase of books etc has reached to an unbelievable high. The finance market, considering all these factors, has introduced no credit check student loans.

Yes, a section of the students has weakened their credit status because of which lenders, in general, are refusing their loan application. No credit check student loans do not discriminate between student borrowers with good credit and the same with bad credit.

Credit report is not checked in this kind of finance. The lenders, it is in the air, sometimes lower the rates of interest to help the students. The reimbursement tenure starts after the education is complete and after the borrower student secures a job.

No credit check student loans are available in secured and unsecured forms. Collateral is required for the finance in secured form, but in unsecured form students are not to place any kind of property as security. Terms and condition for the student loans are usually favorable for the students. Amount of payable loan is, however, determined after assessing fiscal condition of the student.

Students who look for no credit check student loans must be over 18 and they must have checking account in their name. Finance of this kind is available to the citizens of United Kingdom only. The borrower must produce documents certified by his head of the institute or university to establish that he is a student of the current year.

Students of England have several options to secure no credit check student loans. Private financing agencies are more eager to advance the funding to the parents of the student. They can get back the loan amount from the parents of the student. Students can secure finance from the directorate of education. In this case also, credit performance of the student is set aside when granting loans to a student.

Simple Home Improvement Suggestions That Can Improve - ooPHP

Right before wondering on the subject of any small remodels first use the expertise of companies for instance: see more, to be sure your work will not get wasted after simply by a poor water pipes! Some of the best home improvement projects that you can do are not so much innovative but practical in nature. We all love doing things that are practical in the sense that they bring us more enjoyment of some kind. When you are practical, this means you are also frugal in regard to your purchases. Any house that is 30 years old, or older, seriously needs to have repairs done at some point. It may not be enjoyable to spend all of this money, but by doing the repairs immediately, you will not have more to repair later. Home-improvement decisions, specifically these three, will improve your home but may require help from those that know what to do.

Checking around your windows for potential water damage can actually help you prevent costly future repairs. Whether your house is new, or old, the potential for leakage is there. If you live in an older residence, water damage may take place. Sunny warm days are the best time to fix windows with leakage problems. Storm runners that let the light shine in are clear indicators that potential or existing water damage exists or soon will. Darkened wood near the sill is a clear sign of damage that has already been done. Get some caulk, and seal this up before it gets any worse. You can install, for security purposes, a simple outdoor lighting system so you can see outside at night. If you choose to do this, then you should go ahead and get motion sensor activated lighting. By simply installing one of these lights above your front door, and outside of your garage, you will feel much safer. To be safe, put one in the backyard in case you have to go out there in the dark from time to time. Anything that moves within the proximity of the motion sensor will trigger the light to come on and the light will reveal their presence. If you want to get a little fancy, you can easily wire them to a switch so you can leave it activated or not.

If you are fortunate enough to be able to afford adding all new appliances to your kitchen, then talk to your licensed electrician first. It is our recommendation to avoid anyone who does not have an electrical license. The reason for this is your existing wiring and current loading protection has to be adequate for your new appliances. You never know, it may be necessary to change wiring or even outlets to accommodate the appliances. Of course, you want to make sure the job is done right for safety reasons. The bottom line is you never want to take chances, especially when it comes to your house and electricity.

Home improvement projects, though they may make your home beautiful, should be focused on safety first. What becomes dangerous is when people try to do things that they have no idea about. Some projects are simply too dangerous to do and may lead to your death. Projects that focus on electricity, or load characteristics that will change, should be left to the experts.

Exploring the Symptoms of Multiple Sclerosis

Multiple Sclerosis is known as a very degenerative disease that lurks in the body?s nervous system. Inflammation of the nerve?s protective coat or myelin sheath, causes it to scar and eventually be completely destroyed. Once a nerve is stripped of its myelin sheath, then it looses its proper function to conduct impulses throughout the body. Most people affected by Multiple Sclerosis experience a slow onset of symptoms, nonetheless as more time passes and more myelin sheaths are destroyed, the more debilitating the disease becomes.

The earliest symptoms that people with Multiple Sclerosis usually report are vision issues. Blurred vision is one of the symptoms that is pretty high on the list. Most of the time, this particular vision problem can be temporary, but for particular people it may become a painful nuisance of the eye. Occasionally, the injured optic nerve, may cause patients to be affected by color distortions. Many of these people, report changes in the way their eyes perceive the brightness of colors. Certain vision symptoms can be short lived, and never cause a great effect on the person?s life, but with the passing of time, the optic nerve will carry on deteriorating.

Numbness in all four extremities is a pretty common symptom that affects people with Multiple Sclerosis. The degree of the weakness depends upon the number of damaged nerves. However, for some people, this might present problems within their everyday lives. Because the degeneration continues, people will experience challenges with basic movement. One example is head or arm movement. They may even arrive to the stage, in which they may be unable to support themselves or even walk. These kinds of symptoms are among the worst of the disorder, as they definitely add limitations to the person?s life. Not every symptom manifests physically. A lot of people will deteriorate and will come to be emotionally unstable, which could compromise their physical health.

Vision issues and symptoms that affect the person?s physical abilities, are merely a few from the collection of possible afflictions. Multiple Sclerosis is also able to affect a patient?s balance, since it can cause dizzy spells. It can affect their speech, which in turn can cause communication issues. They might also experience complication with basic functions, like urination and constipation. Inside the more advance stages of the disorder, people might be affected by breathing issues. Symptoms will come to be more severe, as the damage to the nerves increases.

Multiple Sclerosis does not come with a particular list or order of symptoms that people will experience. Everyone will present different, and will be afflicted according to which nerves are affected. As time passes, more nerves will certainly be damaged and unfortunately, the harm is irreversible.

Cancer treatment discovery opens tumours to immune cells

(Medical Xpress) -- Scientists at the Western Australian Institute for Medical Research (WAIMR) have made exciting progress in their quest to help patients fight cancer using the body's own immune system. The Perth-based team - led by internationally renowned cancer researcher Professor Ruth Ganss - has published a paper on their discoveries in the US scientific journal Proceedings of the National Academy of Sciences.

"Until now, immunotherapy has not been very successful in treating cancer because tumours are very resistant to immune cells," said Dr Anna Johansson, from The University of Western Australia, which is affiliated with WAIMR.

"As a cancerous tumour grows, it forms a solid ball which is difficult for immune cells to get into and even if they can penetrate the tumour, the environment inside it either kills the cells or makes it difficult for them to function.

"We engineered a protein called TNF-Alpha so that it went straight to a pancreatic tumour and stayed there without toxic side effects outside the tumour.

"TNF-Alpha affected the blood vessels in the tumour in a surprising way which opened the solid ball so that immune cells could get inside.

"We thought it might damage the blood vessels because TNF-Alpha can be very toxic, but in low doses it actually improved them and increased healthy blood flow, helping immune cells to get inside the cancer."

TNF-Alpha has been shown to enhance the tumour's response to chemotherapy but until now scientists did not understand why. This study provides insights on how low-dose TNF-Alpha works in tumour and also shows for the first time that it can be combined with immunotherapy.

Michigan wildfire destroys nearly 100 buildings

(AP) ? Homes and cabins make up a third of the nearly 100 structures destroyed by a wildfire burning across more than 30 square miles of Michigan's Upper Peninsula, officials said Monday.

The lost property includes Pike Lake Resort near Pike Lake in Luce County. The Rainbow Lodge at the mouth of the Two Hearted River, one of Ernest Hemingway's favorite streams, was badly damaged.

"I was still hoping that they would stop it," owner Diane Ricketts said of the fire. "With my husband gone, I'm not going to rebuild. We're just going to go on and take it day by day and see what's going to happen."

The Duck Lake Fire began with a lightning strike last week and burned more than 22,000 acres, or 34 square miles, but was 51 percent contained by Monday, according to the Department of Natural Resources.

Parts of Michigan are extremely dry and thirsty for rain. Fireworks and outdoor burning have been banned in 49 of the state's 83 counties, especially in northern Michigan.

The DNR said 95 structures have been destroyed, including 34 homes or cabins. No injuries have been reported.

Fire managers explained the firefighting effort to about 200 people Sunday in Newberry, the community closest to the fire, 75 miles northwest of the Mackinac Bridge. The strategy includes aircraft dumping water.

"I didn't know what to expect," said Dennis Nezich, a DNR spokesman. "People were very polite, they listened."

In Newberry, homemade signs popped up over the weekend thanking firefighters. "You Rock!!" said one. Another said, "Until every hero comes home." Some people have lined the streets to greet firefighters.

The DNR said Tahquamenon Area Girl Scouts donated $300 from a magazine recycling project to provide snacks.

Antonio Manfredi (l.) director of the Casoria Contemporary Art Museum, and Italian artist Rosaria Matarese burn one of Matarese's creations in front of the museum, near Naples, Italy, Wednesday, April 18. Manfredi is burning paintings to protest a shortage of funds. Italy's museums have been strapped for funds for decades, but art world officials say the economic crisis has aggravated the plight.

Perhaps not, but it?s certainly a powerful wakeup call to a government and populace busier worrying about the euro crisis and unemployment statistics.

So says Antonio Manfredi, the director of the Casoria Contemporary Art Museum (CAM), which is located in a small town near Naples, Italy. A little less than a month ago, Mr. Manfredi started to burn the gallery?s collection piece by piece, saying that he didn't have the funds for upkeep. ?Our artworks will end up being destroyed anyway, since institutions are not sustaining us,? he told?Italian daily Corriere della Sera before starting the protest.?

The first to go?was ?Promenade,? a canvas by French artist Severine Bourguignon, who approved of the protest and followed it on Skype. ?I hope that this action will help the Italian government reconsider CAM's situation,? she wrote?in The Guardian. ?Without funds, CAM will be closed and its collection will effectively cease to exist.?

Bourguignon?s piece was followed by many others, as meticulously recorded on CAM?s Facebook page.

Some contended?that the protest is only the provocative performance of an attention-seeking artist ? Manfredi is himself a painter, sculptor, and photographer?? and that because CAM is not technically a public museum, the government doesn't have to support it (although most private museums also receive some funding from the Ministry of Culture).?

But there is no doubt that Italy?s culture sector has been hit hard by cuts because of the economic crisis.?The Italian daily Republica reported?that between 2010 and 2011 the Ministry of Culture?s funding saw a 14.5 percent decrease, dropping from 1.7 million ($2.2 million) to 1.5 million euros.

Despite its world-class cultural wealth, Italy invests in the culture sector less than other countries. According to a government report, in 2010 the Ministry of Culture received only 0.21 percent of the country?s budget (compared, for instance, to 1 percent in France). It?s no surprise then that several prestigious institutions are going through a rough time.?

MAXXI, Rome?s contemporary museum, which opened only two years ago, has predicted losses of 11 million euros for 2012 through 2014. Naples?s and Parlermo?s contemporary art museums are also in deep financial trouble.

In the meantime, some organizations representing workers in the culture sector are protesting against low wages and the lack of adequate benefits. In a letter recently published in Corriere della Sera, they stressed the importance of what they do, which they say goes well beyond the workplace. ?We produce intangible but necessary goods on a daily basis: intelligence, relations, social welfare,? they wrote.

Investing in culture is also the recipe called for by renowned writer Dacia Maraini, who in a recent trip to the United States was surprised by the interest Americans still have in Italian culture and history. ?Shouldn?t we focus obstinately on what we can do best instead of competing with China in producing cheap jeans?? Maraini recently wrote in Corriere della Sera.

New Jersey electric suppliers are growing in numbers and providing highly competitive rates to customers in PSEG, JCP&L and ACE. The savings is quite significant averaging around 20 percent. You just need a recent copy of your utility bill and you can compare, switch and save in just a few minutes.

It is important to realize that there are no fees to switch to a new electric supplier in Connecticut or New Jersey which makes switching to a new supplier very easy. Also, since there is very rarely a cancellation fee, you have the freedom to switch suppliers at any time. In addition, there is no interruption in your service when you make the switch to a new supplier and you will continue to receive the same bill from your utility as usual.

Egypt Elections 2012: Run-Off Set Between Muslim Brotherhood, Mubarak's Last Prime Minister

CAIRO -- Partial results from Egypt's first genuinely competitive presidential elections announced Friday showed the candidate of the powerful Muslim Brotherhood leading with a narrow edge in a five-way race.

This is likely to bring Mohammed Morsi to run-off elections scheduled for June 16-17 but leaves the question wide open as to whether he will win.

Egyptians voted Wednesday and Thursday to choose their first president after last year's popular uprising that ousted ruler Hosni Mubarak.

Contending for second place are Mubarak's last prime minister Ahmed Shafiq, moderate Islamist Abdel-Moneim Abolfotoh and leftist Hamdeen Sabahi, whose surprise last-minute surge brought a new element to a contest that looked like it was going to pit Islamists against former regime officials.

Across the country, election workers cracked open the transparent ballot boxes ? sealed by serial-numbered plastic bands to ensure they had not been tampered with ? and began working their way through the paper ballots. Ballots from 18 of Egypt's 27 governorates had been counted by mid-morning on Friday.

The Brotherhood is hoping for a presidential victory to seal its political domination of Egypt, which would be a dramatic turnaround from the decades it was repressed under Mubarak. It already holds nearly half of parliament after victories in elections late last year.

Results showed drops in the group's popularity since then, with the ballots cast for Morsi significantly fewer than the number the Brotherhood's party received in parliamentary elections. In several provinces, Morsi came in second or third place.

Many Egyptians who said they have voted before for the Brotherhood said they were let down by the group's hunger for power and poor performance in parliament. However, the group has a formidable ability to mobilize voters, and it was unclear how many disappointed Brotherhood voters chose another candidate or just did not cast a ballot.

The group's political arm said in a statement that Morsi is going to enter a runoff with Shafiq, which means another round of highly polarizing campaigning, since the Mubarak-era official is strongly opposed by leaders of the protest movement which were behind the revolution.

Small business The Polka Dot Press honored as Florida ...

printerPrint??|?Tallahassee, FL, May 25, 2012 ? As groups around the state commemorate National Small Business Week, the Florida Retail Federation (FRF) announced today that it is honoring The Polka Dot Press and its owner, Kim Williams of Tallahassee, with the trade association?s Outstanding Retail Leader Award.

The Polka Dot Press ? a seven-year-old business selling custom stationery ? was selected this month as the 2nd place finisher in the ?This is Retail? video contest sponsored by the National Retail Federation. The business won $15,000 in the hotly contested national video contest for retailers, largely on the strength of online voting pushed by strong community support.

Every year, FRF presents the Outstanding Retail Leader Award to a select group of small businesses that demonstrate the creativity and competitive drive that exemplifies great retailers. Recipients of the Outstanding Retail Leader Award are typically picked by a panel of judges from among the finalists for the FRF Retailer of the Year Award, which is to be presented on June 21 in Orlando. Ms. Williams is one of only four individuals receiving the Outstanding Retail Leader Award this year.

?The Florida Retail Federation is very proud to recognize Kim Williams and The Polka Dot Press for representing the state of Florida and all our small business owners,? said Rick McAllister, president and CEO of FRF. ?About 90 percent of all our retailers are small businesses like The Polka Dot Press, and they are truly the heart and soul of the retail industry. Their energy and passion are what drive job creation in Florida.?

Kim Williams is an entrepreneur who began her custom stationery business in her home seven years ago. After receiving a tremendous response from local customers and online sales, in 2011 she opened a storefront in Tallahassee?s Market District. The Polka Dot Press team now has seven employees and a college intern.

The Florida Retail Federation is the statewide trade association representing Florida?s second largest employment industry. Florida retailers pay more than $49 billion in wages annually, provide one out of every five jobs in the state, and collect and remit more than $20 billion in sales and retail-related taxes for Florida?s government each year.

Nuclear talks with Iran set to resume next month

BAGHDAD (AP) ? Iran and six world powers wrapped up talks Thursday still far apart over how to oversee Tehran's atomic program, but with resolve to keep dialogue going as an alternative to possible military action.

Envoys said they will meet again next month in Moscow after negotiations stretched out for extra hours and a sandstorm shut the airport in Iraq's capital. But the two sides agreed on little else during two dramatic days of discussions that underscored the serious challenges of reaching accords between Iran and the West.

"It is clear that we both want to make progress, and that there is some common ground," European Union foreign policy chief Catherine Ashton, who is formally leading the talks, told reporters. "However, significant differences remain. Nonetheless, we do agree on the need for further discussion to expand that common ground."

Saeed Jalili, Iran's top nuclear negotiator, offered a lukewarm assessment of what the negotiations achieved, in light of European and American refusal to lift tough sanctions as Tehran had hoped.

"The result of the talks was that we were able to get more familiar with the views of each other," Jalili said at a press conference after Ashton left.

The Baghdad discussions began with hopes for progress before each side accused the other of failing to offer meaningful, realistic proposals. More tellingly, they also showed that U.S. diplomats and others are pressing neither for quick deals nor for ultimatums that could derail the sensitive talks.

"We are moving in a step-by-step process," a senior American official told reporters in Baghdad's heavily protected Green Zone. "It's good for them. It's good for us. It's good for the world."

The tempered approach offers insights into shifting American priorities over Iran's nuclear ambitions.

The U.S. has gradually moved off its demands for an immediate and complete halt to Iran's ability to make nuclear fuel, which the West and allies fear could someday provide the foundations of warhead-grade material. Iran denies it seeks atomic arms.

Instead, the Baghdad talks unveiled a Western-backed incentive package that seeks to end Iran's highest-level uranium enrichment as a first step. That leaves open speculation that Washington could ultimately accept Iran's demand to keep its enrichment labs in operation ? although possibly at reduced levels to produce lower-grade fuel suitable for its lone power-generating reactor.

Such a compromise would likely require Iran to reciprocate with moves such as allowing greater U.N. nuclear inspections and suspending work at a bunker-like enrichment site south of Tehran.

The senior U.S. official said it was still "premature" to delve into this type of endgame bargaining. "It's having the discussion about the end of the road before you've taken the first step in the road," said the official, who spoke on condition of anonymity to discuss the negotiations more candidly.

In Washington, Secretary of State Hillary Rodham Clinton said significant differences remain between the two sides and that it's now up to Iran "to close the gaps."

"Iran now has the choice to make: Will it meet its international obligations and give the world confidence about its intentions or not," Clinton said.

The overall message, however, was somehow to keep talking. The Moscow negotiations are set for June 18-19.

"All parties in the talks want to gain time," said Bruno Tertrais, a senior researcher at the Foundation for Strategic Research in Paris. "The Western countries want sanctions to keep hitting Iran, and Iran wants to keep the talk of military action in the distance."

The open channels between Iran and the six-nation bloc ? the five permanent Security Council members plus Germany ? could push back threats of military action that have shaken oil markets and fostered fears of triggering a wider Middle East conflict.

Oil prices rose toward $92 a barrel Thursday with the negotiations failing to hit a fast-track stride.

Israeli leaders, on the other hand, have been highly critical of the talks, claiming it allows Iran to buy time and drive a wedge between Washington and Jerusalem. On Wednesday, Israel's defense minister, Ehud Barak, said even possible moves by Iran to open its nuclear facilities to greater U.N. inspect don't rule out a possible Israeli military strike.

The world powers opened the Baghdad talks with a U.S.-backed proposal calling on Tehran to halt the production of 20 percent enriched uranium, which is the highest grade of enrichment that Iran has acknowledged.

In exchange, the world powers offered benefits, including medical isotopes, some nuclear safety cooperation and spare parts for civilian airliners that are needed in Iran.

Staking out a hard-line reply, Iran emphasized it has every right to pursue uranium enrichment for peaceful uses. Jalili said Iran would consider suspending the 20 percent level but only if the world powers recognize its right to enrich uranium.

He also said the West would have to give in to demands to supply Iran with enough nuclear fuel to run a Tehran medical research reactor that currently depends on the 20 percent-level enriched uranium.

"It could be an issue for cooperation over discussions related to the Tehran reactor," Jalili said.

Western leaders fear the 20 percent-level material ? well above the 3.5 percent enrichment needed for energy-producing reactors ? can be turned into warhead grade at about 90 percent enrichment in a matter of months. Iran insists its reactors are only for energy and research.

Iran went into the talks urging the West to scale back on recently toughened sanctions, which have targeted Iran's critical oil exports and have effectively blackballed the country from international banking networks. The 27-nation European Union is set to ban all Iranian fuel imports on July 1, shutting the door on about 18 percent of Iran's market.

The senior U.S. official predicted the pace of the talks would speed up in upcoming rounds.

"We are urgent about it, because every day we don't figure this out is a day they keep going forward with a nuclear program," the official said. "And there are all kinds of assessments about how long it will take them to get there."

"We still think we have some time for diplomacy, but it's not indefinite," he said.

Talks resumed in Istanbul last month more than a year after an attempt at Western dialogue with Iran collapsed.

Iran pushed for the second round in Baghdad as a way to showcase its regional influence and close ties to the Iraqi government after the U.S. military withdrawal from Iraq. During the talks, a mortar strike outside the Green Zone killed at least one person and wounded eight, according to police and medical officials. The level of violence has dropped dramatically in Iraq, although deadly attacks on security forces and civilians are still common.
