Croatia celebrates its EU membership

ZAGREB, Croatia (AP) ? Fireworks are ready and foreign leaders are arriving as Croatia celebrated on Sunday its entry into the European Union some 20 years after winning independence in a bloody civil war that shook the continent.

Croatia will become the 28th EU member on Monday, the bloc's first addition since Bulgaria and Romania joined in 2007. Croatia's membership marks a historic turning point for the small country, which went through carnage after declaring independence from the former Yugoslavia in 1991.

A decade back, when Croatia started negotiating the entry, the once war-torn country was overjoyed at the prospect of becoming a member of the European elite. But with the EU in deep financial turmoil and Croatia's own economy in recession for five consecutive years, the excitement has dimmed.

Thousands of people are expected to join in the celebrations across the country, including in the main square of the capital, Zagreb, where artists will perform for dozens of EU and regional leaders until midnight when big fireworks and the singing of Beethoven's Ode to Joy ? EU's anthem ? will mark the official entry into the bloc.

Customs posts will be removed from Croatia's borders with EU neighbors Slovenia and Hungary, while EU signs and flags will be put on its borders with non-EU states Bosnia, Serbia and Montenegro.

But overall, the festivities will be much more modest and less jubilant than when Bulgaria and Romania ? currently EU's poorest states ? became members. With the entry, Croatia ? a nation of 4.2 million people ? will become the third poorest country in the EU.

"There are not too many festivities because the general situation is not brilliant," Croatian President Ivo Josipovic told The Associated Press in a recent interview. "We have to develop our economy, take care of those people who are jobless now, and there is no time and money for big celebrations."

With an unemployment rate hovering at around 20 percent, plunging living standards, endemic corruption among its political elite and its international credit rating reduced to junk, many Croats are not in the mood to celebrate.

Some economists have warned that Croatia could seek an EU financial bailout as soon as it becomes a member. But Croatia's Foreign Minister Vesna Pusic rejected those claims, saying that the country would qualify for bailouts only if it is a member of the eurozone, a separate 17-country group that uses the EU's common currency, the euro.

"Croatia, and Croatia is not a member of the eurozone, and will not become a member of the eurozone until all the conditions are met."

President of the European Parliament Martin Schulz called Croatia's accession a "historic day."

"EU membership will offer no magic solution to the crisis," he said in a statement. "But it will help to lift many people out of poverty and modernize the economy. "

Protest movement Occupy Croatia is planning an anti-EU march Sunday evening, saying in a statement that "the European Union is not a solution to our problems."

"The entry into the European Union is an economic genocide over the people living in our country," the group said in a statement, blasting the EU as a "union tailored for rich corporations and their politicians."

The EU is in the grips of a recession, with many countries struggling to stimulate growth while grappling with a debt crisis that has led governments to slash spending and raise taxes. The EU countries account for 60 percent for Croatia's exports, which has sent the Balkan country's economy into a steady decline.

"It's important that we remember that Croatia is joining at the strangest time for the European Union in history," said Paul Stubbs, a senior research fellow at the Institute of Economics in Zagreb. He said Croatians "might see some increased prices, some increased competition, I wouldn't expect some huge increase in investment overnight."

But, the pro-EU voices in Croatia note that joining the bloc means Croatians could find jobs in more prosperous EU countries, that their country could attract more foreign investment, and that the EU's leadership in Brussels could help keep widespread corruption and economic mismanagement in check.

"We really had no choice," said Nino Vidic, a Zagreb resident. "Croatia is a small country, and logically as a Catholic country, we strive toward the West."

United States "not threatened" by China's surge in Africa -Obama

Four people who were on the ground the night of the Benghazi attacks last year are writing a book about their experience, and they're getting a $3 million advance from Twelve Books to do it. The authors are unnamed, according to New York Post's Keith J. Kelly, who describes them as "members of the elite security team from the annex of the US Embassy." That annex, we now know, was the CIA annex, which makes this book deal really fascinating. ...

Each of the images shows a photograph of a scene in <b>Israel</b> displayed on the surface of old luggage. The series is an investigation into the topic of memory, and the relationship between memory and imagination. Yairi shot the images by driving around <b>Israel</b> in his old Volkswagen van. He shot two types of photographs along the way: images of his suitcases placed on the ground, and photographs of ?stories left lying by the side of the road.? Surely it is now time to delve a little more deeply into this unprecedented case which deserves close attention. At the centre of it all we find one Dr. Heinrich Schwendemann , Freiburg University historian and a founder of one of many German Holocaust memorial sites Shoa.de. A year ago, Cafe Palestine invited Dr. Schwendemann, together with Prof. Norton Mezvinsky the renowned American Jewish historian to participate in a panel at Freiburg University. This much discussed book has been endorsed by some of the most important scholars and intellectuals of our time with a German edition published in June 2012. Dr. Schwendemann enthusiastically accepted the invitation but, three days before the event, he changed his mind insisting that reading Atzmon?s book made it impossible for him to share a platform with somebody who is "relativising the Holocaust". Lenovo ThinkPad T431s

Consistency wins the race. To that end, the Lenovo ThinkPad T431s follows on as Lenovo's mainstream business corporate laptop. It takes some cues from next-gen systems like the Lenovo ThinkPad X1 Carbon, like carbon fiber construction and a sealed battery, but it's still a powerhouse to be considered when you're buying 10 or 10,000 laptops per order. A couple of features need improvement, but overall the T431s is a solid business laptop, and users should have no problem adapting to it from previous T-series ThinkPads.

Design and Features
The T431s measures about 0.8 by 13 by 9 inches (HWD) and weighs in at a svelte 3.37 pounds. It represents a total redesign of the ThinkPad line, though it still undoubtedly looks like a ThinkPad. The older Lenovo ThinkPad T430 had three separate mouse buttons below the space bar for use with the TrackPoint pointing stick, and two more for use with the trackpad. The new T431s has a one-piece trackpad with five mouse buttons integrated into its top and bottom edges. The bottom area is useful for the trackpad user, while the three sections of the top edge work just like the three separate buttons for the TrackPoint. That way, users who just can't change the way they do things can still left, right, and center/scroll click as they're use to doing. It has a different feel compared to the three separate buttons, particularly since the top edge of the trackpad is flat and not raised like the previous buttons, but it's easy to get used to.

The trackpad is multi-touch, and supports the usual Windows 8 gestures and swipes. The one thing you won't get on the ThinkPad T431s is a touch screen. For that, you'll have to upgrade to the Lenovo ThinkPad X1 Carbon Touch ($1,684). Like the Lenovo X1 Carbon Touch, the T431s uses carbon fiber composites in its top lid and magnesium construction in the bottom chassis to save weight and add strength.

Another feature that saves weight is the elimination of the optical drive option. DVD and CD technology is mostly dead at this point anyway, but if you still need optical drives, your IT manager can buy a few USB external drives, which still work fine on the T431s. The T431s also eliminates a legacy technology that will be missed: The T431s drops the removable battery in favor of a sealed battery. This will be a bother for the road warrior who has the discipline to keep several spare batteries handy at all times, but if your users mainly keep their laptops docked, then it won't bother them. The T431s still has a standardized Lenovo docking port on the bottom for use with ThinkPad Series 3 docks.

The T431s has some ruggedized features, including draining channels in the keyboard deck to help with liquid spills. The system is tested to Mil-STD-810 levels for temperature, pressure, humidity, vibration, and dust resistance. In addition to the ruggedized features, the T431s we tested came with a backlit keyboard with scalloped key tops, which makes it easier and more comfortable to type. As usual, Lenovo's mainstream business laptop has one of the best keyboards in the category. The system we tested also has a fingerprint reader and the requisite security hardware behind it, as well as a smartcard reader.

The T431s matte-finish screen measures 14 inches diagonally and has a 1,600-by-900 resolution. Lenovo and other manufacturers call it a HD+ screen, but it still falls short of the 1,920-by-1,080 resolution required for full 1080p HD. You can view 720p content natively, but 1080p graphics will be scaled down or cropped. This deficit won't bother most text-based users, but spreadsheet jockeys will miss the extra screen real estate. For those folks, consider using a docking station or the built in VGA and mini-DisplayPort to connect a large screen external display. Speaking of ports, the T431s comes with a full-size Ethernet port, two USB 3.0 ports (colored black), a headset port, Kensington lock port, and a SIM card slot for an optional WWAN adapter. The system we reviewed has 4GB of system memory and a 500GB SATA hard drive for storage.

That storage can be equipped any way your IT folk decide, but this review unit came with a selection of Lenovo and third part software packages pre-loaded. These packages include Accuweather, Kindle, Evernote, Skype, Zinio, Norton Internet Security, rara.com, Sugarsync, an ad for Microsoft Office, Intel's AppUp, and Lenovo utilities like Quicklaunch and Lenovo Companion.

Performance
Lenovo ThinkPad T431s The T431s has decent, if pedestrian performance on out benchmark tests. The T431s is slowed a bit on the day-to-day PCMark7 test by its spinning hard drive, outpaced by systems like the SSD-powered Dell Latitude 6430u (our current Editors' Choice for business laptops). That said, the system is quicker on the multimedia tests than competitors like the HP Elitebook Folio 9470m. Basically, the system will perform well enough, but if your users complain about load and wait times, you should consider buying a competitor with SSD storage like the Dell or upgrade to the Lenovo X1 Carbon Touch.

The T431s matched the Lenovo X1 Carbon Touch on the battery life test, with a time of 5 hours 41 minutes on our batter rundown test. This was about 15 minutes longer than the Lenovo X1 Carbon Touch, so the difference is essentially a wash. The Dell 6430u lasted hours longer, with a 7:40 battery time. While that's significant, five-and-a-half hours is sufficient for a business laptop simply moving from meeting to meeting.

Ultimately, the choice of laptops falls to your IT buyer and the current installed base of systems. If you're a Lenovo shop, the Lenovo ThinkPad T431s is a worthy successor to the ThinkPad faithful, though the new trackpad may take a little while to get used to. The Dell Latitude 6430u as reviewed has significantly more performance under its hood, so it holds on to the Editors' Choice for business laptops, but if your company relies on Lenovo systems, the T431s is a very good workhorse PC for your rank and file workers.

Armstrong uninvited, unwanted guest at 100th Tour

PORTO VECCHIO, Corsica (AP) ? Lance Armstrong made himself the uninvited guest at the Tour de France on Friday, coming back to haunt the 100th edition of the race and infuriating riders both past and present by talking at length in a newspaper interview about doping in the sport.

Armstrong told Le Monde that he still considers himself the record-holder for Tour victories, even though all seven of his titles from 1999-2005 were stripped from him last year for doping.

He said his life has been ruined by the U.S. Anti-Doping Agency investigation that exposed as lies his years of denials that he and his teammates doped. He also took another swipe at cycling's top administrators, darkly suggesting they could be brought down by other skeletons in the sport's closet.

None of those comments broke new ground, but in answering questions from Le Monde ? a newspaper he scorned when he was still competing ? Armstrong ensured that his views on doping at the Tour would have maximum impact in France and couldn't easily be written off as sour grapes being hurled at the race from afar. The respected daily is very much France's newspaper of record. Its interview with the rider and his assertion that doping won't be eradicated from cycling dominated French airwaves ahead of the race start on Saturday, causing dismay and anger in the sport desperate to prove that it has turned the page on his era of serial cheating.

The Tour's director, Christian Prudhomme, suggested Armstrong was milking the race's notoriety to further his own agenda.

"This is a very big tournament, just look around: There are 2,300 accredited journalists here, there are cameras everywhere. So if someone wanted to transmit a message, this is the time obviously, especially since everyone likes this kind of controversial statements," he said.

Armstrong's comments and the consternation they caused highlighted cycling's dilemma: It is a sport fighting to give itself a cleaner, brighter future by combating drug cheats but much of that good work is being overshadowed by the dirty secrets of dopers from the past.

Pre-Tour, a drip-drip-drip of doping confessions and revelations about the Armstrong era have rained on the sport. Armstrong's former rival on French roads, 1997 Tour winner Jan Ullrich, admitted to blood-doping for the first time. French media also reported that a Senate investigation into the effectiveness of anti-doping controls pieced together evidence of drug use at the 1998 Tour by Laurent Jalabert, a former star of the race now turned broadcaster.

Armstrong's claim that it was "impossible" to win the Tour without doping in his era echoed what he already told U.S. television talk show host Oprah Winfrey in January, when he finally confessed. Then, he said doping was "part of the job." The banned hormone erythropoietin, or EPO, wasn't detectable by cycling's doping controls until 2001 and so was widely abused because it prompts the body to produce oxygen-carrying red blood cells, giving a big performance boost to endurance athletes.

"The Tour is a test of endurance where oxygen is decisive," Le Monde quoted Armstrong as saying. It published the interview in French.

Asked later by The Associated Press to clarify his comments, Armstrong confirmed on Twitter he was talking solely about the period from 1999-2005. He indicated that doping might not be necessary now.

"Today? I have no idea. I'm hopeful it's possible," Armstrong tweeted.

Still, his comments touched a nerve ? both because cycling has since spent heavily on a pioneering anti-doping program and because Armstrong, once very much a boss of the peloton, is now a pariah.

"Those were cursed years for the Tour de France," Prudhomme said. "When Armstrong said it was impossible to win the Tour during those years without doping, he is probably trying to find excuses for himself and say implicitly that there was nothing else he could have done."

Jean-Rene Bernaudeau, manager of the Europcar team, likened Armstrong to a robber who tells a bank how it should be run.

"I don't think it is nice that a guy who embodies a decade we should completely forget gives us lessons on how we should behave, while we were the ones who suffered during that time. It is almost surreal," he said. "This is unacceptable."

In a statement issued in the name of competitors at the 100th Tour, a union representing European professional riders said: "Enough is enough!"

"It is disgraceful to be systematically dragged through the mud and be denigrated by people aiming to make money off our backs or seeking notoriety," said the French wing of the union, the CPA.

A group of riders also asked for and were granted a meeting with the French sports minister before the start of Saturday's first stage, so they can voice their unhappiness.

The renewed pre-Tour focus on cycling's past has led to renewed appeals from some involved in the sport for a "truth and reconciliation" process ? where those involved in doping past and present could air what they know once and for all, so cycling can then move forward

"Having it come out in dribs and drabs: You know, Laurent Jalabert this week, this guy (another week) ? is ridiculous and painful and unnecessary," Jonathan Vaughters, a former Armstrong teammate and manager of the Garmin-Sharp team, said this week before Le Monde's interview.

"I really wish that we could get on with the truth and reconciliation committee. ... Let's just move the sport forward, let's get it out, let's deal with it, let's recognize it, let's own it, let's learn from it."

Armstrong told Le Monde he would be prepared to appear before such a committee.

"The whole story has still not been told," he was quoted as saying. The U.S. Anti-Doping Agency investigation that unmasked him as a serial doper "did not paint a faithful picture of cycling from the end of the 1980s to today. It succeeded perfectly in destroying one man's life but did not benefit cycling at all."

He argued that doping would never be eradicated.

"I did not invent doping," Le Monde quoted Armstrong as saying. "And nor did it end with me."

Perhaps what was most interesting about Armstrong's interview was the choice of newspaper: It was Le Monde that reported in 1999 that corticosteroids were found in the American's urine as he was riding to the first of his Tour wins. Armstrong complained back then he was being persecuted by "vulture journalism, desperate journalism."

Now seemingly prepared to let bygones be bygones, Armstrong was asked whether, when he raced, it was possible to succeed without doping.

"That depends on which races you wanted to win. The Tour de France? No. Impossible to win without doping," Le Monde quoted him as saying.

After Armstrong retired for the first time in 2005, cycling pioneered a so-called "biological passport" program, introduced in 2008, that monitors riders' blood readings for tell-tale signs of doping. Riders in the top tier of teams were tested an average of nearly 12 times in 2012.

Pat McQuaid, president of cycling's governing body, the UCI, called the timing of Armstrong's interview "very sad."

"The culture within cycling has changed since the Armstrong era and it is now possible to race and win clean," McQuaid said in a statement.

Intel hopes to speed up mobile Atom chip development

Intel shows Merrifield reference phone

Intel has a real presence in the smartphone world, but its tendency toward just one or two mobile chip releases per year makes it a slowpoke next to its ARM-based rivals. New CEO Brian Krzanich clearly isn't happy with this gap -- he tells Reuters that mobile Atom development could speed up under his watch. Although the executive is short on specifics, he notes that Intel is "evaluating" the schedule for future chips with hopes of improving their timing where possible. The proof will be in the pudding, of course -- the company needs to give opponents like Qualcomm a real run for their money. Just don't expect a similarly breakneck pace with Intel's TV service plans. Krzanich says Intel is being "cautious" about entering an industry that depends more on content than pure technology.

Senate on verge of historic immigration vote

WASHINGTON (AP) ? The Senate stood poised Thursday to approve historic immigration legislation opening the door to U.S. citizenship to millions and promising a dramatic build-up of manpower and technology along the U.S.-Mexico border.

The vote on final passage of the White House-backed bill was expected as early as Thursday afternoon, after a series of test votes so far this week demonstrated supporters command a bipartisan majority well over the 60 votes needed to secure passage and send the bill to the House. First must come two more procedural tests set for Thursday morning.

"It's landmark legislation that will secure our borders and help 11 million people get right with the law," Senate Majority Leader Harry Reid, D-Nev., said on the Senate floor Thursday ahead of the votes.

Minority Leader Mitch McConnell, R-Ky., countered that the bill doesn't ensure true border security since people here illegally can obtain a provisional legal status under the legislation before any security goals are accomplished. "This bill may pass the Senate today, but not with my vote. And in its current form, it won't become law," McConnell said.

Supporters posted 67 votes or more on each of three procedural tests Wednesday. More than a dozen Republicans sided with Democrats on each, ensuring bipartisan support that the bill's backers hope will change minds in the House.

The outlook there is uncertain. Many House conservatives oppose the pathway to citizenship at the center of the Senate bill. And many prefer a piecemeal approach rather than a sweeping bill like the one the Senate is producing.

The House Judiciary Committee is in the midst of a piece-by-piece effort, turning its attention Thursday to a bill on high-skilled workers.

On Wednesday the committee signed off on legislation establishing a system to require all employers to check their workers' legal status on a faster timeframe than the Senate bill contemplates. And last week it approved two other measures, one establishing a new agricultural guest worker program and a second making illegal presence in the country a federal crime, instead of a civil offense as it is now.

None of the bills weighed by the Judiciary Committee contemplate a path to citizenship or even legalization for the millions already here.

At its core, the legislation in the Senate includes numerous steps to prevent future illegal immigration, while at the same time it offers a chance at citizenship to the 11 million immigrants now living in the country unlawfully.

It provides for 20,000 new Border Patrol agents, requires the completion of 700 miles of fencing and requires an array of high-tech devices to be deployed to secure the border with Mexico. Those security changes would be accomplished over a decade and would have to be in place before anyone in provisional legal status could obtain a permanent resident green card.

Businesses would be required to check on the legal status of prospective employees. Other provisions would expand the number of visas for highly skilled workers relied upon by the technology industry. A separate program would be established for lower-skilled workers, and farm workers would be admitted under a temporary program.

The basic legislation was drafted by four Democrats and four Republicans who met privately for months to produce a rare bipartisan compromise in a polarized Senate. They fended off unwanted changes in the Senate Judiciary Committee and then were involved in negotiations with Republican Sens. John Hoeven of North Dakota and Bob Corker of Tennessee on a package of tougher border security provisions that swelled support among Republicans.

Beyonce's father sues Rupert Murdoch's Sun for defamation

By Tim Kenneally

LOS ANGELES (TheWrap.com) - Matthew Knowles, father and former manager of music superstar Beyonce Knowles, has filed suit against the Sun, claiming that Rupert Murdoch's British tabloid made "malicious and false statements" in an article about him.

The suit claims that Knowles consented to an interview with reporter Georgina Dickinson on the condition that he would not "discuss personal family topics, only his career and the career of his artists, and music or business topics." Dickinson promised that her article would "paint a well-rounded picture of Mr. Knowles, both as a loving family man and force to be reckoned with in the music world."

However, according to the suit, the story published in the Sun contains multiple falsehoods, including the claim that Knowles had suffered a "bitter rift with his famous daughter - admitting he is devastated at being pushed out of her life."

Knowles' suit states that the article also claims that he "has reportedly not yet met Blue Ivy," despite photographic evidence to the contrary.

TheWrap has reached out to Murdoch's News Corporation for comment.

Knowles' suit claims that, when he confronted Dickinson about the assertions in the article, she could "only apologize that someone in London, not me" changed the story, and sent him the story as she submitted to the paper.

The difference between the filed story and the published story, the suit claims, "is stark."

On top of it all, the complaint, filed in U.S. District Court in Texas on Tuesday, claims that Knowles was promised payment for the interview in exchange for pass on future interviews with U.K. publishers, but "the promised payment, however, was never made."

Alleging defamation and breach of contract, Knowles is seeking unspecified damages.

Early brain stimulation may help stroke survivors recover language function

June 27, 2013 ? Non-invasive brain stimulation may help stroke survivors recover speech and language function, according to new research in the American Heart Association journal Stroke.

Between 20 percent to 30 percent of stroke survivors have aphasia, a disorder that affects the ability to grasp language, read, write or speak. It's most often caused by strokes that occur in areas of the brain that control speech and language.

"For decades, skilled speech and language therapy has been the only therapeutic option for stroke survivors with aphasia," said Alexander Thiel, M.D., study lead author and associate professor of neurology and neurosurgery at McGill University in Montreal, Quebec, Canada. "We are entering exciting times where we might be able in the near future to combine speech and language therapy with non-invasive brain stimulation earlier in the recovery. This could result in earlier and more efficient aphasia recovery and also have an economic impact."

In the small study, researchers treated 24 stroke survivors with several types of aphasia at the rehabilitation hospital Rehanova and the Max-Planck-Institute for neurological research in Cologne, Germany. Thirteen received transcranial magnetic stimulation (TMS) and 11 got sham stimulation.

The TMS device is a handheld magnetic coil that delivers low intensity stimulation and elicits muscle contractions when applied over the motor cortex.

During sham stimulation the coil is placed over the top of the head in the midline where there is a large venous blood vessel and not a language-related brain region. The intensity for stimulation was lower intensity so that participants still had the same sensation on the skin but no effective electrical currents were induced in the brain tissue.

Patients received 20 minutes of TMS or sham stimulation followed by 45 minutes of speech and language therapy for 10 days.

The TMS groups' improvements were on average three times greater than the non-TMS group, researchers said. They used German language aphasia tests, which are similar to those in the United States, to measure language performance of the patients.

"TMS had the biggest impact on improvement in anomia, the inability to name objects, which is one of the most debilitating aphasia symptoms," Thiel said.

Researchers, in essence, shut down the working part of the brain so that the stroke-affected side could relearn language. "This is similar to physical rehabilitation where the unaffected limb is immobilized with a splint so that the patients must use the affected limb during the therapy session," Thiel said.

"We believe brain stimulation should be most effective early, within about five weeks after stroke, because genes controlling the recovery process are active during this time window," he said.

Thiel said the result of this study opens the door to larger, multi-center trials. The NORTHSTAR study has been funded by the Canadian Institutes of Health Research and will be launched at four Canadian sites and one German site later in 2013.

The Walter and Marga Boll and Wolf-Dieter-Heiss Foundations funded the current study.

Samsung launches 55inch 'flawless' curved OLED TV in Korea

Just as the rumors foretold, Samsung has announced Korean availability of a 55-inch curved OLED HDTV. Priced at 15 million Korean won (around $13,000) Samsung claims its "Timeless Arena" design eliminates potential for defective OLED pixels. It also reiterates the claim LG made when it launched its own curved OLED model earlier this year that keeping all parts of the screen an equal distance from the viewer makes for a better viewing experience. It also supports features found in other Samsung TVs like multi-view that lets two people watch different things at the same time thanks to 3D glasses, and the Evolution Kit CPU upgrade. There's no word on US availability or its flat OLED HDTVs, but the company also launched its new 65- and 55-inch 4K TVs at the same event.

People's perception of the effect of stress on their health is linked to risk of heart attacks

June 26, 2013 ? People who believe that stress is having an adverse impact on their health are probably right, because they have an increased risk of suffering a heart attack, according to new research published online today (Thursday) in the European Heart Journal.

The latest findings from the UK's Whitehall II study, which has followed several thousand London-based civil servants since 1985, found that people who believe stress is affecting their health "a lot or extremely" had double the risk of a heart attack compared to people who didn't believe stress was having a significant effect on their health. After adjusting for factors that could affect this result, such as biological, behavioural or psychological risk factors, they still had a 50% greater risk of suffering or dying from a heart attack.

Previous results from Whitehall II and other studies have already shown that stress can have an adverse effect on people's health, but this is the first time researchers have investigated people's perceptions of how stress is affecting their health and linked it to their risk of subsequent heart disease.

"This current analysis allows us to take account of individual differences in response to stress," said Dr Hermann Nabi, the first author of the study, who is a senior research associate at the Centre for Research in Epidemiology and Population Health at Inserm (Institut national de la sant? et de la recherche m?dicale), Villejuif, France.

Dr Nabi and his colleagues from France, Finland and the UK, followed 7268 men and women for a maximum of 18 years from 1991 when the question about perceived impact of stress on health was first introduced into the questionnaire answered by study participants. The average age of the civil servants in this analysis was 49.5 and during the 18 years of follow-up there were 352 heart attacks or deaths as a result of heart attack (myocardial infarction).

The participants were asked to what extent they felt that stress or pressure they experienced in their lives had affected their health. They could answer: "not at all," "slightly," "moderately," "a lot," or "extremely." The researchers put their answers into three groups: 1) "not at all," 2) "slightly or moderately," and 3) "a lot or extremely." The civil servants were also asked about their perceived levels of stress, as well as about other lifestyle factors that could influence their health, such as smoking, alcohol consumption, diet, and levels of physical activity. Medical information, such as blood pressure, diabetes and body mass index, and socio-demographic data, such as marital status, age, sex, ethnicity and socio-economic status, was also collected. Data from the British National Health Service enabled researchers to follow the participants for subsequent years and to see whether or not they had a heart attack or died from it by 2009.

After adjusting for socio-demographic characteristics, civil servants who reported at the beginning of the study that their health had been affected "a lot or extremely" by stress had more than double the risk (2.12 higher) of having a heart attack or dying from it compared with those who reported no effect of stress on their health. After further adjustments for biological, behavioural and other psychological risk factors, including stress levels and measures of social support, the risk was not as great, but still higher -- nearly half as much again (49% higher) -- than that seen in people who reported no effect on their health.

Dr Nabi said: "We found that the association we observed between an individual's perception of the impact of stress on their health and their risk of a heart attack was independent of biological factors, unhealthy behaviours and other psychological factors."

He added: "One of the important messages from our findings is that people's perceptions about the impact of stress on their health are likely to be correct."

The authors say that their findings have far-reaching implications. Future studies of stress should include people's perceptions of its impact on their health. From a clinical point of view, doctors should consider patients' subjective perceptions and take them into account when managing stress-related health complaints.

Dr Nabi said: "Our findings show that responses to stress or abilities to cope with stress differ greatly between individuals, depending on the resources available to them, such as social support, social activities and previous experiences of stress. Concerning the management of stress, I think that the first step is to identify the stressors or sources of stress, for example job pressures, relationship problems or financial difficulties, and then look for solutions. There are several ways to cope with stress, including relaxation techniques, physical activity, and even medications, particularly for severe cases. Finally, I think that the healthcare system has a role to play. The conclusion of a recent study conducted for the American Psychological Association tells us that health care systems are falling short on stress management, even though a significant proportion of people believe that the stress or pressure they experienced has an impact on their health."

In their conclusion, the authors write: "Although, stress, anxiety, and worry are thought to have increased in recent years, we found only participants (8%) who reported stress to have affected their health 'a lot or extremely' had an increased risk of CHD. In the future, randomized controlled trials are needed to determine whether disease risk can be reduced by increasing clinical attention to those who complain that stress greatly affects their health."

There are some limitations to the study, including the fact that it did not include blue-collar workers or the unemployed and therefore it may not be representative of the general population.

Long layover: Ecuador says it could take two months to decide on Snowden's asylum

? A daily summary of global reports on security issues.

For the fifth straight day former National Security Agency contractor Edward Snowden remains ?in transit? in a Moscow airport, officials there say, while Ecuador announced his political asylum bid could take up to two months to approve.

"If he goes to the [Ecuadorean] embassy, we will make a decision," Ecuador?s foreign minister, Ricardo Patino, said yesterday. He acknowledged the parallel with WikiLeak?s founder Julian Assange who has been holed up in the South American country?s embassy in London for over a year.

"It took us two months to make a decision in the case of Assange, so do not expect us to make a decision sooner than that," Mr. Patino said.

RECOMMENDED: Six countries where Edward Snowden could get asylum

Mr. Snowden is wanted by the US government after he leaked top secret information on US surveillance programs to The Guardian, The Washington Post, and a paper based in Hong Kong where he first sought refuge. The US revoked his passport, but he managed to flee Hong Kong Sunday. Reuters reports that Ecuador denies granting Snowden special travel documents.

Snowden was expected to leave Russia on Monday on a flight to Cuba, however he did not board the plane. The Los Angeles Times writes that some speculate Snowden has already left the Moscow airport and is slowly making his way toward Ecuador?s Embassy there.

Ecuador has come under fire for offering Snowden asylum, to which embassy official Efra?n Baus told the White House, "Mr. Edward Snowden has requested political asylum in Ecuador ... this situation is not being provoked by Ecuador."

There have been calls in the US Congress to cut off aid to Ecuador.

"The fact is is that we're giving millions of millions of dollars to this country right now who may potentially be harboring somebody who could have been responsible for one of the most massive intelligence leaks in the history of both private contracting and our espionage world," national security analyst Aaron Cohen told Fox News in reference to Ecuador. "We've had trouble with these guys for a long time."

Ecuador has received $144.4 million in US aid over the past five years, Fox reports.

Some speculate Ecuador is taking its time considering the asylum application in order to come across as seriously weighing the legal implications of Snowden?s asylum request; others point to the windfall of media attention Ecuador garners while the decision is pending.

Mr. Baus stated that Snowden?s application "will be reviewed responsibly, as are the many other asylum applications that Ecuador receives each year.? Ecuador does have an extradition agreement with the United States, but makes exceptions for political crimes, reports The Christian Science Monitor.

"This legal process takes human rights obligations into consideration," Baus said, inviting the US to submit its position on Snowden in writing so that it could be taken into consideration during the decision process.

Steve Striffler, a Latin America specialist at the University of New Orleans, wrote on CNN that Ecuador?s President Rafael Correa isn?t considering Snowden?s asylum request just to gain political points at home. He notes that after offering Mr. Assange asylum President Correa actually fueled opposition party criticism.

Politicians are always looking to score political points, and Correa has certainly had his moments. But when Correa offered Wikileaks journalist Julian Assange asylum in 2012, he had relatively little to gain politically beyond raising his international profile?.

Similarly, Correa will score relatively few political points by embracing Snowden in 2013. Correa's stance is best seen as a principled one. In broad terms, Correa's openness to Assange and Snowden, as well as his decision to close a U.S. military base in Ecuador, is part of an effort to deepen Ecuadorian sovereignty while strengthening Latin America's ability to limit the influence of the United States in the region.

This is perfectly within the rights of an independent nation, even one that has historically followed the U.S. lead.

Many have criticized Ecuador for the apparent irony in its support of freedom of information when it comes to individuals like Assange and Snowden sharing top-secret information, but deterring expression at home. The country recently passed a media law that contains "questionable or dangerous provisions" to clamp down on criticism by the press according to Reporters without Borders. Correa has called reporters there "rabid dogs" and "assassins with ink," according to the Monitor.

There could be some immediate political and economic consequences for Ecuador if it does indeed grant Snowden asylum, as well. The renewal of preferential treatment for trading certain products including roses and tuna is on the table, reports The New York Times.

Michael Shifter of the Inter-American Dialogue told the Times, ?The risks are enormous? It would bring the United States down very hard on him.?

Others, however, say preferential treatment was already at risk of not being renewed. ?The US Congress was already unlikely to renew trade preferences for Ecuador that are set to expire this summer,? according to a second Monitor story.

?The US doesn?t have too many measures it can utilize, other than to criticize,? says Jonas Wolff, a senior research fellow at the Frankfurt-based Peace Research Institute.

The Guardian?s Stephen Kinzer says Ecuador is a good choice for Snowden because even if Ecuador?s government drastically changes in coming years, the region as a whole has moved away from falling in line behind US policy.

Because President Hugo Chavez of Venezuela was the most flamboyant of these defiant leaders, some outsiders may have expected that following his death, the region would return to its traditional state of submission. In fact, not just a handful of leaders but huge populations in Latin America have decided that they wish for more independence from Washington.

This is vital for Snowden because it reduces the chances that a sudden change of government could mean his extradition. If he can make it to Latin America, he will never lack for friends or supporters.
