Among the anonymous people sampled, researchers found 38 million single DNA unit changes, known as SNPs. Of those, about two-thirds are newly discovered and many are rare, found in less than 0.5 percent of people. These variants, along with small and large insertions and deletions and rearrangements of DNA, may affect health and disease risk and can help scientists trace humans? migrations around the globe.

??The magnitude of rare variation observed in human populations has really been driven home to everyone,? says Nancy Cox, a quantitative human geneticist at the University of Chicago. Large numbers of rare variants in the 1,092 study participants indicate that human population growth has been ?superexponential,? Cox says.

On average, each person carries an estimated 76 to 190 of these rare variants, plus up to 20 more that either completely inactivate or cause a protein not to be made or have already been associated with disease. Each person probably carries one or two such variants previously implicated in cancer. ?

In addition to variants that alter proteins, the researchers found a plethora of others ? many of them also rare ? in parts of the genome that control gene activity. Such variants may have an important role in disease by altering switches in genes? control panels so that genes become too active, insufficiently active or active at inappropriate times. Each person carries about 700 to 900 variants that remove particular switches from genes? control panels, including an estimated 18 to 69 that are rare and show evidence that evolution is weeding them out.

Qatari draft media law criticized by rights group

DOHA (Reuters) - Qatar's draft media law came under fire on Tuesday from Human Rights Watch, which singled out "loosely worded provisions" penalizing criticism of the Gulf emirate and its neighbors.

The New York-based organization urged Qatar's Emir Sheikh Hamad bin Khalifa al-Thani not to approve the law as drafted, calling it "a commitment to censorship".

Qatari officials could not immediately be reached for comment.

Freedom of expression is tightly controlled in the tiny autocratic Gulf state, with self-censorship prevalent among national newspapers and other media outlets.

A close U.S. ally that hosts a large U.S. military base, Qatar has escaped the unrest that has engulfed other parts of the region. It lacks any organized political opposition.

Qatar finances and hosts the pan-Arab satellite TV network al-Jazeera, which has closely covered Arab revolts elsewhere.

Although the draft calls for abolishing criminal penalties for media law violations, it contains some sweeping provisions.

Article 53 prohibits publishing or broadcasting information that would "throw relations between the state and the Arab and friendly states into confusion" or "abuse the regime or offend the ruling family or cause serious harm to the national or higher interests of the state".

Violators would face fines of up to 1 million Qatari riyals ($275,000).

The draft approved by the emir's advisory Shura Council in June would be the first change to Qatar's media law since 2008, when the government set up the Doha Centre for Media Freedom.

"Qatar's commitment to freedom of expression is only as good as its laws, which in this case do not meet the international standards it professes to support," Joe Stork, deputy Middle East director at Human Rights Watch, said in a statement.

"Instead of supporting press freedom, this draft media law is a commitment to censorship."

The imprisonment of Qatari poet Muhammad Ibn al-Dheeb al-Ajami, who faces charges of "inciting the overthrow of the ruling regime," provides further evidence of Qatar's double standard on freedom of expression, Human Rights Watch said.

The charge Ajami faces carries the death penalty. In his poetry, Ajami has praised the revolutions that have swept the Arab world and has criticized the emir of Qatar. His next court hearing is scheduled for November 29.

Qatar's penal code provides sentences of five years in prison for criticizing the country's ruler. Both the penal code and the proposed media law violate international freedom of speech standards, Human Rights Watch said.

"If Qatar is serious about providing regional leadership on media freedom it should remove the problematic provisions from its draft media law and drop all charges against Muhammad Ibn al-Dheeb al-Ajami that solely relate to his exercise of free speech," Stork said.

Rockets land 'foundational' player in James Harden

HOUSTON (AP) ? Now that they've landed James Harden, the Houston Rockets have grander aspirations in mind.

Rockets general manager Daryl Morey officially introduced Harden on Monday, calling him a "foundational" player for the team's ultimate goal of returning to title contention. Harden, last season's Sixth Man of the Year, joined Houston in a stunning trade with Oklahoma City on Saturday night.

"James Harden is a player we can build around, and continue to improve the team around his skills," Morey said. "He's an elite offensive player, a complete player. He can pass, shoot, attack the basket. Even though he's a gold medalist, an Olympian and made the Finals, I still think he's an underrated player. He's absolutely someone who, when they see him step into the role of a star for the Houston Rockets, people are going to realize just how good he is."

The Rockets traded shooting guard Kevin Martin and first-round draft pick Jeremy Lamb to Oklahoma City, along with future draft picks.

Coupled with Jeremy Lin, Morey is hoping that Houston's new high-profile backcourt and the salary cap space created by the deal will attract another star to Houston in the near future.

The Rockets have overhauled their roster since finishing 34-32 last season and missing the playoffs for the third straight year. Houston added Lin and center Omer Asik to join Chandler Parsons and Patrick Patterson in the projected starting lineup.

"Now our job is to add another significant player or have one of our young guys develop into an All-Star-caliber player," Morey said. "You probably need two to really be a championship contender. We're not there yet, but we've got multiple young players who can take that step forward."

Harden was finalizing a long-term contract with Houston on Monday. He says he'll be ready to play when the Rockets open the regular season in Detroit on Wednesday.

"I'm excited to be here," Harden said. "The organization has done a great job, they've made me feel welcome. I think we have something special here. We're young, but those guys want to work and get better, so we want things days at a time."

Not long after news of the trade leaked out, Harden heard from Thunder stars Kevin Durant and Russell Westbrook, who were also his teammates on the Olympic team. The Rockets visit Oklahoma City on Nov. 28.

"I actually talked to Kevin (Sunday) night. He's still in shock," Harden said. "It's a business, it happens that way. We had something special there. It didn't work out. In a business, you've got to move on. We're still going to be brothers."

Morey acknowledged he was "shocked" that Harden was available, and said the deal came together within a few days last week. The Rockets have been trying to land a first-tier star for years, failing in an aggressive bid to sign Dwight Howard over the summer.

The Rockets were close to getting Pau Gasol before last season in a proposed deal that also would have sent All-Star guard Chris Paul to the Lakers. But NBA Commissioner David Stern, acting on behalf of the league-owned New Orleans Hornets, vetoed the deal that would have brought Lamar Odom to the Hornets, along with Luis Scola, Martin, Goran Dragic and a first-round pick.

"A GM in 1950 would say to win the title, you've got to have an All-Star player," Morey said. "We feel like we have one now, and frankly, we want more than one. But you've got to get one first, and we're going to move forward from there."

Harden says he'll wear the same No. 13 in Houston that he wore in Oklahoma City.

"It's a new journey for me," Harden said. "It's a new growth for me, to do something special, being one of the focal points of this offense. It's a great opportunity."

Morey expects Harden to start Houston's regular-season opener, a decision ultimately up to coach Kevin McHale. Harden said he's ready to play, even though he was practicing with his new team for the first time on Monday afternoon.

"I mesh with anyone," Harden said. "It shouldn't take that much time, especially with our offense and our strategies aren't too difficult. I'm a very fast learner, so it shouldn't take too long."

Later Monday, the Rockets waived forwards Jon Brockman and JaJuan Johnson, guards Gary Forbes and Shaun Livingston and guard/forward Lazar Hayward, who was acquired along with Harden from Oklahoma City.

McHale and Morey said before training camp began that the objective this season was making the playoffs. That remains the same, although with Harden on board, it seems much more reachable.

"We're going to be much better this year, and we've upped our playoff odds," Morey said. "Our goal isn't to stop there. We're looking to be a championship contender, and that's going to require focusing on the future, at least a little bit longer."

Harden started only seven games in three seasons in Oklahoma City, as he developed into an indispensable reserve. Morey, like McHale, expects Harden to make a seamless transition into a featured role with the Rockets.

"He's had plenty of minutes and we've studied him, believe me," Morey said. "I don't see it as an issue at all."

News sites knocked out as data center floods

At 4:21 p.m. ET Monday, the tech blog Gizmodo tweeted that its downed?site would "be back soon!?There was a data center battery failure after the power went down in Lower Manhattan. Generators powering up." But almost a day later, the site ? and its sister?sites in the Gawker network ? were still limping.

Gawker was not alone. The Huffington Post and BuzzFeed experienced outages and trouble publishing. CNET reported that Livestream, host of the live "Sandycam" video?feed, had a "major outage." And?MarketWatch, a property of the Wall Street Journal, was "?severely disrupted by Hurricane Sandy," according to a?post on its?Tumblr site.

When you see a website go down,?the blame usually falls on hackers or, more often, software bugs.?We don't often think of?the Web as having a physical existence, but sure enough, Sandy has shown that nature can impact websites with greater force than any team of malicious code wizards can summon up.

The problem was explained by BuzzFeed ? not in a post on its own site, but on a BuzzFeed channel on the Tumblr blogging network:

Datagram, the ISP whose Manhattan servers host BuzzFeed, Huffington Post, Gawker, and other sites, has lost power, an official there told us via text this evening.

"Basement flooded, fuel pump off line ? we got people working on it now. 5 feet of water now," the official wrote.

Even Tuesday, Datagram was still struggling to recover. At 11:20 a.m. ET, the company's website reported: "We are still flooded, as soon as the basement is cleared we will be allowed to operate the generator and restore power." Then at 11:53 a.m. came the update: "The building has slowly begun to pump water out of the basement. They are unable to provide an ETA however."

Nationally, the picture was not so grim. Most of the country's?top websites "appear to have weathered the storm remarkably well," wrote Aaron Rudger, senior?marketing manager of Web performance for Keynote, a mobile and website monitoring and testing service, in an email to NBC News. "Overall performance slowed by about 7 percent, with average availability of 98 percent."

Rudger said that only one of 40 biggest websites tracked by Keynote had an outage in the timeframe?of?Sandy's impact, job site Monster.com. "That site experienced major failures at around 8?p.m. Pacific Time last night, persisting throughout the evening and into the morning. The site appears to have recovered now."

Gawker founder and publisher Nick Denton "was among Internet honchos who engages a data center in downtown Manhattan, which, unshockingly to anyone who's read a weather report in the last five days, didn't make it," wrote The Awl's Choire Sicha, who added, "The rest of us made data center preparations; even then, some of us went down after midnight."

But given the scope of the outage, it's not clear what quick preparations could have been made to avoid the problems, especially for sites that are hosted in a single physical?location.?

"We had plans for a second data center in 2013 which we will now be moving up," Scott Kidder, Gawker's?executive director of operations, told NBC News in an email. "We ? as other publishers ? had counted on Datagram's ability to withstand anticipated natural disasters, which seems to have been misplaced."

Like other sites facing data failures in the wake of Hurricane Sandy, Gawker turned to alternative publishing. (You can now?find Gawker sites at updates.gawker.com,?updates.gizmodo.com, updates.kotaku.com, updates.jalopnik.com, and so on). Denton urged his staff to turn to Facebook and Twitter as well.

"While we're obviously disappointed with Datagram," said Kidder, "our priority has been getting back online for our readers with an alternate publishing platform, which we've now done with all sites thanks to Tumblr."

"Elements of BuzzFeed?s site and many story pages are back online, thanks to a Content Delivery Network, Akamai, which hosts the content at servers distributed around the world," said BuzzFeed's Tumblr page. "We aren?t able to update the site right now, however," so the site provided its Tumblr, Twitter and Facebook info for readers.

During its outage, The Huffington Post was able to redirect traffic to an alternate server at status.huffingtonpost.com, but appeared to have recovered sooner than the?others.?

Re-directing readers to social channels and new Web addresses is a messy proposition, but in today's twitterfied news world, it's not as crazy as it sounds. At least not for BuzzFeed, according the site's tech editor, Matt Buchanan.

"I think BuzzFeed is in a unique position because it's a social publisher at its core ? so it's totally natural for us to move to these other media," Buchanan told NBC News. "I think a lot of our readers are totally comfortable following us as natives of the social Web. Also, it helps that we had strong presences on Twitter and Tumblr to begin with."

Despite intermittent Tumblr outages, Buchanan said traffic was "picking up" on BuzzFeed's alternatives, particularly buzzfeedpolitics.tumblr.com.

But?getting BuzzFeed's main?site back on track has taken more Herculean efforts: It is rebuilding the whole operation on a cloud-based server run by Amazon.?"The team have been working non-stop since we went down yesterday," said BuzzFeed's Ben Smith.?One of BuzzFeed's New York-based?developers who coded through the night for the emergency site?transplant did so with a tree smashed through the roof of his home.

Mars like Hawaii? NASA rover's first soil studies help fingerprint Martian minerals

ScienceDaily (Oct. 30, 2012) ? NASA's Mars rover Curiosity has completed initial experiments showing the mineralogy of Martian soil is similar to weathered basaltic soils of volcanic origin in Hawaii.

The minerals were identified in the first sample of Martian soil ingested recently by the rover. Curiosity used its Chemistry and Mineralogy instrument (CheMin) to obtain the results, which are filling gaps and adding confidence to earlier estimates of the mineralogical makeup of the dust and fine soil widespread on the Red Planet.

"We had many previous inferences and discussions about the mineralogy of Martian soil," said David Blake of NASA Ames Research Center in Moffett Field, Calif., who is the principal investigator for CheMin. "Our quantitative results provide refined and in some cases new identifications of the minerals in this first X-ray diffraction analysis on Mars."

The identification of minerals in rocks and soil is crucial for the mission's goal to assess past environmental conditions. Each mineral records the conditions under which it formed. The chemical composition of a rock provides only ambiguous mineralogical information, as in the textbook example of the minerals diamond and graphite, which have the same chemical composition, but strikingly different structures and properties.

CheMin uses X-ray diffraction, the standard practice for geologists on Earth using much larger laboratory instruments. This method provides more accurate identifications of minerals than any method previously used on Mars. X-ray diffraction reads minerals' internal structure by recording how their crystals distinctively interact with X-rays. Innovations from Ames led to an X-ray diffraction instrument compact enough to fit inside the rover.

These NASA technological advances have resulted in other applications on Earth, including compact and portable X-ray diffraction equipment for oil and gas exploration, analysis of archaeological objects and screening of counterfeit pharmaceuticals, among other uses.

"Our team is elated with these first results from our instrument," said Blake. "They heighten our anticipation for future CheMin analyses in the months and miles ahead for Curiosity."

The specific sample for CheMin's first analysis was soil Curiosity scooped up at a patch of dust and sand that the team named Rocknest. The sample was processed through a sieve to exclude particles larger than 0.006 inch (150 micrometers), roughly the width of a human hair. The sample has at least two components: dust distributed globally in dust storms and fine sand originating more locally. Unlike conglomerate rocks Curiosity investigated a few weeks ago, which are several billion years old and indicative of flowing water, the soil material CheMin has analyzed is more representative of modern processes on Mars.

"Much of Mars is covered with dust, and we had an incomplete understanding of its mineralogy," said David Bish, CheMin co-investigator with Indiana University in Bloomington. "We now know it is mineralogically similar to basaltic material, with significant amounts of feldspar, pyroxene and olivine, which was not unexpected. Roughly half the soil is non-crystalline material, such as volcanic glass or products from weathering of the glass. "

Bish said, "So far, the materials Curiosity has analyzed are consistent with our initial ideas of the deposits in Gale Crater recording a transition through time from a wet to dry environment. The ancient rocks, such as the conglomerates, suggest flowing water, while the minerals in the younger soil are consistent with limited interaction with water."

During the two-year prime mission of the Mars Science Laboratory Project, researchers are using Curiosity's 10 instruments to investigate whether areas in Gale Crater ever offered environmental conditions favorable for microbial life.

NASA's Jet Propulsion Laboratory, a division of Caltech in Pasadena, manages the project for NASA's Science Mission Directorate, Washington, and built Curiosity and CheMin.

Entrepreneurs are natural optimists, but not everyone is always as excited about your new business idea as you are. ?Therefore, when selecting people to join in your success and pursuits, cherry-pick the ones that are bustling with enthusiasm.

I would argue that attitude and the belief that a task can be completed well is everything.?In fact, most highly successful salespeople will tell you that before they even make a sales call, they know whether or not they will close the sale. Heavy perceptual insight or a self-fulfilling prophecy? Confidence and belief in the business or oneself plays heavily into the optimal outcome or result. Enthusiasm plays an even larger role.

Naysayers vs. Critical Thinkers

A business? longevity can be easily determined based on how the principals manage negativity and naysayers. It?s best to try and eliminate naysayers at every turn. Leaders must make it clear that those who aren?t for the business are against it.?CEOs who focus too much on the entire team effort tend to lose sight of the individual motives, strengths and weaknesses of the members.

The best way to determine if someone is a naysayer or a critical thinker is to evaluate their problem-solving style. A naysayer will see a problem and point it out as mockery. On the other hand, a team player will see a problem and approach you directly once they have identified possible solutions to the problem, and view the opportunity as a celebration.

A great startup team is made up of winning-oriented individuals, with each one pulling their weight as well as making up for others? weaknesses with their strengths.?As entrepreneurs and individual employee managers, here?s how to hire an enthusiastic ? and therefore, productive ? startup team:

- Be transparent about your leadership style.?Make it clear early on that problem solvers are welcome and problem creators will have to move on. By examining and shaping the ?true? motivations of your team, you can predict where the team is headed long-term, and in effect know where the company will be years down the road.

- Place team members where they want to be.?The nature of startup organizations is that people must wear many different hats, but it?s important for leaders to specialize their team members and compartmentalize their skill sets in a way that complements what drives each of them.

- Keep two-way communication open.?Try to look at your organization as the collective motivations of your employees and determine the best way to build morale through problem solving incentives and continual feedback.

- Be responsive to true productivity.?Most prospective employees will naturally tell you that they are the ?perfect candidate? and that they are winners in their field. However, the evidence is in the productivity. As time moves on, the outliers tend to show themselves, while the weaker links drag down the bottom line. One bad naysaying apple can eventually ruin the whole bunch, so it?s vitally important to see the signs early on.

A number of critical small business issues are at stake in next month's federal and state elections. Here are six of the most important.

1. Restructuring the Banking System

Nearly half of all small businesses have been unable to secure adequate financing, according to recent surveys. Even as the economy recovers, lending is unlikely to improve significantly because the problem is largely structural. Big banks, which increasingly dominate the banking system, do relatively little small business lending. Since 2007, the share of bank assets held by the largest 18 banks grew from 52 to 60 percent. Meanwhile, small and mid-sized banks, which provide most small business loans, have been losing ground. Over 900 of these banks have disappeared since 2007, casualties of the recession and government policy responses that have favored big banks.

What to look for in Congressional candidates:


  • Supports the SAFE Banking Act, which would cap the size of banks and force the largest banks to be split up.


Presidential positions: Romney has said that he does not support breaking up big banks. The Obama Administration opposed an amendment to the Dodd-Frank financial reform law that was similar to the SAFE Banking Act.

What to look for in candidates for state offices:


  • Supports depositing public funds with local banks. The state of Massachusetts, for example, has spurred 2,500 new small business loans in the last year by moving $278 million in public funds to local banks.

  • Favors creating a public partnership bank similar to the Bank of North Dakota, which has expanded the lending capacity of local banks and thereby made credit more available for local businesses. Bills to create state partnership banks have been introduced in many states.

NEW YORK (Reuters) - Green Day said on Monday they are canceling their fall club tour and postponing early 2013 dates as frontman Billie Joe Armstrong continues treatment for substance abuse.

"Obviously the timing for this isn't ideal, but Billie Joe's well-being is our main concern," band member Mike Dirnt said in a posting on Green Day's website.

"We are happy to say that Billie Joe is doing well, and we want to thank you all for the outpouring of support and well wishes that we have received, and we can't wait to see you all again soon," he added.

Armstrong, lead singer and guitarist for the Grammy-winning rock band, sought substance abuse treatment late last month following an angry, guitar-smashing on-stage outburst in Las Vegas. Details of his substance abuse have not been released.

Green Day also announced on Monday it was moving up the release date of "iTr?!," part of an ambitious trilogy of albums that marks their first collection of new music since 2009, to December 11 from its original date of January 15, in part to make up for the canceled and postponed dates.

"If we couldn't be there to play it for you live, the least we could do was give you the next best thing," said drummer Tre Cool.

The band's latest tour, including dates in Seattle, Sacramento and Reno, was due to wind down in Tempe, Arizona, on December 10. The website said tickets for the club shows would be refunded, and that new dates for the postponed shows would be announced shortly.

The California-based punk rock band, formed in the late 1980s, has sold more than 65 million records worldwide and won five Grammys, including best alternative album for its 1994 major-label debut, "Dookie," and best rock album for "American Idiot" and "21st Century Breakdown."

Eric Church storms CMAs by doing it his own way

(AP) ? Eric Church expects to be angry when he walks out on the stage to perform during the Country Music Association Awards.

The rising country music star will cap a long journey as the top nominee Thursday night, but that doesn't change anything as far as he's concerned. He's always angry when he walks onstage.

"I have a huge chip on my shoulder," Church said. "I got that from how we got here, and I think it's a good thing. When I walk on the stage, I carry all the times that other artists got other things, we couldn't get a song played because of who we were versus the song's merits, or the times we had to play 12, 13 days and still were broke. All those things I carry on that stage. I think it makes me a better performer and I think it makes it better for the crowd. I'm not going to lose that, regardless of the nominations."

In 18 months, Church's relationship with the Music City machine that runs popular country music has turned upside-down. Long an outsider, he's been shunned for his hard-edge sound, lack of hits and even his choice of eyewear. There was a tip of the hat to his growing popularity last year when Church got to play part of his song "Drink in My Hand" during the CMAs. "Drink" went on to become Church's first No. 1 and a year later he's got a leading five nominations, including album and male vocalist of the year. He's also got a primo performance slot on a show that will likely draw 16 million viewers when it airs live at 8 p.m. EDT on ABC.

Church acknowledges he did everything wrong on his journey to this point. That's what makes it all feel so right.

Almost every decision ran hard against conventional Music City wisdom, yet since the release of "Chief" in 2011, the 35-year-old has done no wrong. That album debuted atop the Billboard 200 all-genre album chart and went platinum, scoring heavy sales for his back catalog. He launched his first headlining arena tour. And the rise of "Springsteen" to the top of the charts further proved Church has overcome radio's resistance, the largest hurdle to a widespread country audience.

Country star Jason Aldean, a friend of Church's, believes that unwillingness to compromise is as responsible for his growing audience as his hit songs.

"He's never tried to conform to what Nashville or radio or anybody else thought he should be, and I think early on in his career it cost him a little bit," Aldean said. "He wasn't getting that radio success. But I think when he started releasing songs like 'Homeboy' and 'Springsteen' and some of that stuff, they're just great songs and really different. I think those kind of things let people know that's who Eric Church is and it really kind of set him apart from a lot of the other acts that are out there."

Church jokes about the decisions he's made and says a lot of it was simple survival. But the North Carolina singer-songwriter and his manager, John Peets, knew the key to success early on. It was just a matter of waiting for everyone else to come around to their point of view.

Peets said he heard it in early demos Church recorded while chasing a record deal.

"A light bulb went off," Peets said. "I'm from a dirt road in Ohio and I was just like every guy that I grew up with would be, drinking beer to this. ... It just resonated very instantly with me." From there, it was about honing "a fine point on a point of view."

That point of view was initially "off-center," Peets said, when it came to the way business was being done in Nashville. The mushy middle of country's demographic has long been women over 30. Since that crowd didn't seem interested, Church and Peets ignored it.

They hired rock 'n' roll producer Jay Joyce to make sure the music was as hard as possible, feeding on an '80s rock vibe that resonated in Church's youth. And he geared his live show to the people he saw staring back at him every night ? young, often angry, men with beer bottles in hand and fists in the air. Church did interviews with magazines decidedly uncool with country's core like Playboy, Penthouse and High Times, eschewing sure things like the morning talk-show circuit and heavy radio promotion. His crowd wasn't up early and they weren't listening to the radio.

"They weren't somebody that were a very sought-after demographic, except for us ? because, you know, I'm a guy," Church said. "And we make guy music. That's who we saw in these bars and these clubs, and they were seeking it out. And they were telling people about it and they were spreading the word. And then it changed in the format. All I hear now is people going, 'We want to improve our guy numbers. We want to improve our 25-to-34 male numbers,' and all these things. We built it on that demographic's back."

Church enjoys the focus the CMA's voters have put on him but plans no changes in his way of thinking.

"I feel like all we're doing is what we did back then; we're doing it on a bigger scale," Church said. "I think more people are paying attention now. It certainly makes me feel good that we stuck to our guns. If you ask me about being kind of in the middle of things, I like the edges. So for me it's about staying out there on those edges and being able to do something different every time. I think that's how we got here."

In the local lingo, Malawi?s current economic tango fits plumb with the old saw; those who cry for rain should accept the mud it creates.

In 1994, Malawians ululated hoarse at the advent of multiparty. They had survived 31 years of keeping one step ahead of the police. Many had fallen foul of the dictatorship, even the innocent were not spared the gross human rights abuses, denied economic participation and government protection.

Euphoria was another new addition to the vocabulary. Almost in haze, dreamlike fashion, they discovered that democracy also meant choices in the economy. Hundreds, perhaps thousands of jobs were shed in what the experts suspiciously called downsizing.

State enterprises were sold to the private sector in order to expand the government?s narrow tax base, create efficiency in business and de-politicize (they didn?t say) state enterprises, which were uniformly unable to remit taxes, pay utility bills, city and ground rates, debtors and lacked liquidity for daily operations. They were gobbling up scarce at the cost of sustainable development.

It was stark choice. State enterprise had existed for as long as Malawians could remember. The sale was inevitable retrenchment of workers who had become accustomed to this cradle-to-grave security style, the miserable pay-off and the struggle to get government to be more generous was to leave deep scars on the nation.

When the Agricultural and Marketing Corporation (ADMARC) fell into the cross-hair of privatization, the convulsions were so serious that it was simply political Armageddon for the ruling party. It was seen mostly as denying most people their childhood noted Ghanaian economic Mohamed Hassan Mohamed.

Economics and emotions seemed to be strange bedfellows. However, the nationwide market of last resort was to reconstitute ADMARC Limited, its objectives largely as a food storage since it had a sound infrastructure covering the remotest of rural communities.

The urge to check social media was so strong that subjects gave in up to 42 percent of the time, according to the study published in the?journal Psychological Science. One explanation is that it?s much more convenient to check email or Facebook than it is to have sex.

?The sex drive is much stronger but it?s also much more situational,? said Karen North, director of the Annenberg Program on Online Communities at the University of Southern California in Los Angeles, who was not involved with the study. ?We?re training ourselves to check our messages every couple minutes.?

?People are constantly looking down to check their phones,? North added. ?They can?t stop.?

One drawback of this study is that it failed to address whether the subjects had sexual partners.? So while some subjects might have been single, all of them had smartphones, North said. It?s also unclear whether the findings can be generalized to the general population.

While social media can help people stay connected, Hofmann said overuse can be damaging.

?Media desires distract us from getting work done,? he said. ?People underestimate how much time they consume and the distractions they produce and that can be harmful.?

The study surprised media expert Bob Larose, a professor in the department of telecommunications, information studies, and media at Michigan State University, East Lansing, Mich.

?It?s surprising that self-regulation fails so much more often for media use than for sex, alcohol or food,? said Larose, who was not involved with the study.??That speaks to the power of the instantly available, 24/7 media environment to disrupt our lives??Our failure to control media use can deplete our ability to control other aspects of our lives.?
